Developed as part of the Central Administrative Headquarters, this project was for a prototype design of satellite headquarters that were built in four Malaysian cities. The concept was to be sufficiently flexible to allow for anticipated changes in technology, processes or imperatives without impeding, restricting or reducing efficiency of the laboratories. Sponsored by the World Bank, this project was won through an invited design competition of over 30 firms from the USA, the UK, Japan and Canada.
